FASO is being built as an institution, not launched as a software product.
Its purpose is to create trusted, reproducible visibility into safety-relevant discovery, change and drift in advanced artificial-intelligence systems. Technology enables that duty; it does not define the whole organisation.
The essential distinction
FASO is the organisation. The FASO System is its instrument.
The present initiative is building both the technical capability and the conditions required for an independent institution. They must be described accurately at every stage.
FASO
The planned independent public-interest observatory: the institution that would hold the duty, governance, people, processes and accountability.
FASO today
An active, founder-led Phase 0 initiative with a defined purpose, doctrine, Version 1 system and complete Test Rig.
The FASO System
The governed technical and human-review infrastructure intended to produce reproducible, time-ordered and auditable observations.
Public-interest purpose
Make consequential change easier to see, reconstruct and challenge.
FASO is intended to reduce uncertainty by turning scattered evidence into a disciplined observation history without becoming an enforcement body or private intelligence service.
Observe
Record safety-relevant discovery, change, drift and supported boundary departure.
Preserve
Maintain provenance, custody, time order, exact inputs, outputs and authority.
Explain
Publish bounded observations, warranted confidence and explicit limitations.
Remain neutral
Describe evidence without regulating, certifying, commanding or enforcing.
What is true now
A serious initiative, not yet the finished institution.
- The initiative is being developed under a private founding authority during Phase 0.
- Version 1 of the FASO System exists as integrated working software.
- A complete governed end-to-end Test Rig exists.
- Internal campaign testing and external engagement are active.
- No completed independent validation or operational pilot is claimed.
What is planned
An institution able to carry the duty independently.

- Technical operation separated from independent review and challenge.
- Research, evidence stewardship and publication functions.
- Clear participation routes for developers, reviewers and affected interests.
- Funding arrangements that cannot buy control of method or findings.
Role boundary
Useful because it does not pretend to be everything else.
The boundaries are part of the design, not a disclaimer added afterwards.

- Regulate, certify, command or enforce
- Declare an artificial-intelligence system safe
- Judge motive, assign blame or publish unsupported conclusions
- Replace developer, regulator or evaluator responsibilities
- Claim partnerships or validation before they exist
- Publish beyond the evidence
