What Phase 0 funding enables
Phase 0 funds the minimum viable build to prove that FASO can produce bounded, verifiable outputs on discovery, change, and drift—without becoming a regulator, enforcement body, or intelligence function. Funding is used to build and validate:
Deterministic evidence pipeline: Discovery ingest → hash/bind → sealed execution → replay proof
Baseline declarations and comparators: MIM/MIM+ discipline; epoch labelling and continuity checks
Publication Boundary artefact grammar: signed, minimised, security-safe outputs only
Replay-first recovery and degraded-mode operations: AAAA doctrine (capture/sign/buffer/replay)
Initial DAP specification and pilot criteria: Developer Accreditation Protocol (v0)
External review programme: proof-based scrutiny without privileged access to sensitive data
What FASO is / is not
FASO is a neutrality-preserving observatory: a reproducible measurement and verification layer for frontier AI discovery, change, drift, and risk conditions—designed to support shared situational awareness without creating a new power centre.
FASO is not a regulator, not an enforcement body, not an intelligence function, and not a policy-prescribing organisation. Outputs are descriptive, non-prescriptive, and bounded by a Publication Boundary. FASO does not “name and shame,” and it does not instruct developers how to remediate—developers and relevant authorities retain those decisions.
How to help (non-funding)
If you can’t fund Phase 0, practical help is often just as valuable:
Review: 10–20 minutes on a short brief (credibility, clarity, missing risks)
Introductions: funders, fiscal sponsors, or senior researchers in AI safety/governance
Hosting conversations: UK university discussions for a one-year Phase 0 build/validation setting
Technical critique: evidence handling, replayability, Publication Boundary design, accreditation criteria
Operational critique: security posture, separation of duties, degraded modes, auditability
Trustees: We are seeking a small number of independent trustees to strengthen governance and oversight as Phase 0 proceeds.
Even a small number of targeted pointers materially improves the build.
